Hi, we have an apprentice who went off sick with last day in learning 6th June (BIL form was submitted), he has now returned 3rd July - this is exactly 28 days - should the BIL be recorded for this period?

Is it? If their last date in learning was 6/6 and their first day back was 3/7 then the break spanned 7/6-2/7 which is 26 days?
No, doesn't need recording if it's less than 4 weeks. However, it will be worth checking whether there's learning activity in the days before/after these dates, as if not, that'll take you into 'mandatory' break territory
