Certifying a Standard for a full cost learner outside England

We've been approached by an Employer who wants to run one Apprenticeship scheme across the whole the of the UK. They want to deliver Apprenticeship Standards ie Facilities Service Operative as a qual to learners in England, Scotland and Wales. All learners will follow the same processes and procedure, receive the same learning do the same assessments. Only learners in England will be paid for using the levy, learners who live and work in Scotland and Wales will be paid for at full cost.

We've approached an EPAO to understand if it's possible to certify these learners. As EPAO's they do not produce the certificate but inform DFE who then check the ILR and produce the certificate. They weren't able to give us a firm answer, we've contacted the DFE who said they can't answer questions around Apprenticeships being delivered in Scotland and Wales.  I understand  that it's possible for an Apprentice to be paid for at full cost on the ILR and there have been discussions around this process.

However are these learners who live and work in Scotland and Wales also able to get certificates for this full cost delivery. As the employer doesn't want to disenfranchise learners who are on the same program but potentially not getting certification?

I assume because it's paid for outside of the levy this should be possible, but it's starting to feel that it isn't?

Yeah, no, you just put them in the ILR as Funding Model 99. Then DfE can see them and, as far as I'm aware, will happily produce the certificates.

Slightly ridiculous that DfE didn't just tell you this, obviously the person who read the email just saw "Scotland and Wales" and stopped reading after that...

Thanks Steve, that's easier then the emails I've had so far. Just need to persuade the EPAO that it's OK as well now.
