Late Functional Skills exemptions (2021/22)

We have a learner that is still current on a L2 apprenticeship standard who has been struggling with Functional skills.  A  part of this has been willingness because they have always claimed to have exemption evidence.  They have engaged in some learning, but we have now been able to track down exemption evidence and merge ULNs so the learner is no exempt from the requirements.  

However, the start date for their FS aims was actually in 2021/22, and with R14 having been closed long ago, i'm not sure what we should do.  The learner isn't willing to finish their FS aims, but what are my options?

So, here's the thing, you can definitely have the money up until you've proven their exemption, that was established a couple of years ago.

I'd mark them as withdrawn on their last engagement. If that's in 22/23 then we're all grand. If they've not done  a n y t h i n g  this academic year, then it is what it is, theoretically you should pay back any extra money you had last year via EAS, but I'd imagine it's only pennies?
