FRM_04 - the learning actual end date must not be changed?

Warning FRM 04 - 

the learning actual end date must not be changed between years

 

How strict is that 'must not' when it's just a warning?

I'm in a situation where the dates we returned last year are factually incorrect, this year we are returning the correct actual end date.

I

Am I wrong to even dare correct a mistake?

Pretty strict. If you change the date you will come a cropper where the Agency are trying to match aims across years.

There's guidance you need to follow if you find a date was wrong in a previous year;

You must never change dates between years without following those steps. Like Philip says, if it's funded, you'll have given yourself a withdrawal by breaking the record into two separate things, as they match on dates.
