Calculating the TNP1 when a learner transfers providers

Hi,

Is there a correct way of calculating our TNP1 when a learner transfers from a previous provider. We know the TNP2 (EPA price) and we know how much funding the first provider received, so is the calculation as simple as:

TNP1 price of first provider  -  The funds the first provider received  =  Our TNP1 ?

If the above isn't correct, can someone provide a simply calculation for us to use please?

Well kind of. The amount remaining is the *max* you can have, but you'd still need to do a skills scan and assess them for RPL as you would with any other App. In most cases of learners moving from one provider to another this turns out to show that, in fact, they're behind where they should be, but, theoretically, they could be ahead, in which case your TNP1 would need appropriately reducing.

Thanks Steve. Yes, we are doing the Skill Scans and other Prior Learning checks to assess where they are.

To be absolutely clear I have understood Steve:

If the learner is ahead, then we would reduce the TNP1 to recognise this.

If the learner is behind, then we would increase the TNP1 and anything above the funding band max is paid by the employer.

If they are exactly where they should be, then I use the calculation I state above and record that in the TNP1.

Is that correct?

OK, so yes, if they're ahead then you'd reduce it.

If (when) they're behind, it's up to you, you can either take the "loss" or agree something with the employer. I think I'd just record the TNP1 as what's left though? ESFA don't want to know about costs over the band any more for new starts, so I don't think I'd do it in this situation either?

And, yes, if the skills scan magically shows they're exactly where they should be, then it's just what's left.

We tend to take a hit when they're behind. Employers do not want to pay the extra because their first provider fell behind. If we can't absorb it, we just don't enrol. You're physically not allowed to report an amount that takes it above band max, as Steve says, it has to be a private arrangement.

Thanks both. It might be me missing the obvious, but it seems such a complex situation and, without the necessary information, you're almost in the dark as to what is left and what you should record in your ILR. The above has definitely help so thank you for your help ☺️

(doesn't help right now, but I've been mithering the AS for a while to make it obvious how much is left in this circumstances, doesn't seem to have made it on to the "roadmap" yet though...)

It is a shame they haven't listened to you up to now Steve - as they are armed with all the info, it would make the whole process significantly easier if they supported the new provided with the funding paid and remaining!!
