Hi, Worth referring here also to the business rules doc page 7 (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/1186398/QAR_business_rules_2022_to_2023_v2.0.pdf):
15. The overall QAR, pass rate and retention rate calculations use the hybrid end year of the learning aim. The hybrid end year is the later of the:
a) achievement year (for apprenticeship standards on funding model 36 only)
b) planned end year of the learning aim
c) actual end year of the learning aim
d) reporting year
So my understanding, in your example: If you report the learner programme aim with Planned & Actual end dates in 22/23, but with an Achievement date in 23/24, then they will be counted in the 23/24 QAR (that being the 'achievement year' of the leaver, which is later than planned/actual end years).

We are having an internal discussion about how our QAR for 22/23 will be calculated. There can be a delay between completing an apprenticeship and the notification of the achievement. To account for this delay and to ensure all relevant leavers are included, we use information from the 2023 to 2024 R04 ILR to identify apprenticeships with a planned end date in 2022 to 2023. If you update records in your 2023 to 2024 R04 return that you submitted in your 2022 to 2023 R14 return, then we will use the R04 record to determine your QAR.
Are they say that if the apprentice has a PED and actual learning end date in 22/23 but their achievement is reported by R04 23/24 with a 23/24 date they will be counted as achievers in 22/23?
Or will they be counted as leavers in 22/23 and achievers in 23/24?
What if we don't get their achievement confirmation before R14 22/23 but do by R04 23/24 with a 22/23 date? Will they be counted as leavers and achievers in 22/23?
