Grade D GCSE Maths but achieved FS L2

Hi all,

Apologies if this sounds like a really silly question but we have an EFA learner who has attained a grade 3 GCSE Maths so according to the condition of funding rules should be on a GCSE.

However, they have achieved a functional skill level 2 which looking at the ILR spec is a valid exemption.

We have coded this as MCF 5 but they are still coming out of the Maths and English report as not meeting condition of funding?

Are we missing something?

MCF 5 only meets CoF if the student got a 2 or lower at GCSE.

Students with a grade 2 or below in maths or English can study towards a pass in functional skills level 2 (legacy or reformed) or they can still study towards a GCSE grade 9 to 4. Once they have achieved this, there is no requirement to undertake further maths or English qualifications to meet the condition of funding. A student does not need to continue studying these qualifications with their current institution, if these students have already achieved either with a previous institution.

This allows institutions and students with prior attainment of GCSE grade 2 and below to choose which level 2 qualification is most appropriate.

Ruth Canham-James , I think you've got a bit confused between what they have to do and what they arrive with. Christopher Ashfield is saying the learner has arrived with *both* an FS2 pass *and* a 3.

We worked out that, in this circumstance, in order for the CoF report to pick up the exemption, they need to be recorded as GCSE Maths Grade NONE and MCF 5 because, regardless of their GCSE grade, they don't have to do any more maths because they've got the FS2 pass.

Steve Hewitt I disagree. The column on the left is what they came in with, the column in the right is what they have to do to meet CoF. If they came in with a 3, regardless of what FS they have, they're meant to do a GCSE. 

There's also this;

Which specifically says that prior achievement of L2 FS pass means there's no requirement to sit. The row where they already have a 3 very specifically doesn't make that same allowance. I don't think that's an accident. The report clearly doesn't think so either if it's still showing as not meeting CoF. Just removing the true grade from the field looks like a fudge to me. 

CoF rules says;

Students who start their 16 to 19 study programmes with a grade 2 or below and then go on to achieve a pass in functional skills level 2 do not need to undertake any further maths and English qualification to meet the condition of funding.

It doesn't say that applies to anyone who already has a 3. Also this;

Students achieving a GCSE or equivalent outside of their study programme

If a student achieves a GCSE grade 9 to 4, A* to C or a qualification deemed as equivalent by other means, then they will have met the condition of funding for the remainder of their programme. This also applies to students with prior attainment of GCSE grade 2 who pass functional skills level 2. Institutions must make sure that they record the achievement grade in the data return, to tell us that the student has met the condition of funding.

To me, that's really clear, the FS L2 allowance only applies to students with a 2 or below at GCSE.

Fair, hadn't gone that deep into the weeds...

Seems a bit daft and wonder if it's an accident or if they mean this to happen, but I concur with your reading of the Rules as written.

I assume the thinking is "if you managed to achieve a 3 already, you must be in reaching distance of a 4", which we know sometimes isn't the case. We have people who achieved a 3, assess at Entry Level! If it's really far below, we do deliver FS and just absorb them into our 5% tolerance.
