Correcting QAR Errors after more than one funding year

Hi all,

I have come across an unusual scenario and I would just like to run it by you. If we have an error in a QAR record from more than one funding year ago, is it too late to resolve in the 22/23 ILR? It is a continuing record from 2021 that was not closed off in the 21/22 funding year as it should have been. The QAR agrees with the Business Rules that the Hybrid end year is 21/22, being the year following the year it was reported. It is too late from a success standpoint but are there any issues in correcting the record in 22/23?

Matthew Butson So just to check - the record has a planned end date in 20/21 but no actual end or achievement date were ever entered so it is currently being treated in QAR as a leaver and non-achiever in 21/22 (the hybrid 'reported' year)?

I can see that you would want to keep your own records correct, less sure what happens at the ESFA end if you now update and submit a leaver in 20/21 in the R14 for 22/23.

Hi Timmo,

Thanks for the reply. Yes, that is correct. There is a hanging continuing enrolment from the 2020/2021 that was incorrectly carried forward into 21/22. This shows on the In-year QAR for this year although the hybrid end year shows as 21/22. As per the business rules this is how it should be recorded and will be treated as a withdrawal. I just wanted to double check that don't need to report it this year to close off the record to stop it affecting the 22/23 stats as well?

Matthew Butson, The record should only appear in a single year in QAR. If you were to complete it now with an actual end date in 20/21 and then include that record in R14 for 22/23, in theory that should change the hybrid year so the learner would now appear in 22/23 (rather than 21/22), based on the 'new' reporting year. Unless there is something in their process that prevents a hybrid year being recalculated once a learner has been allocated within a year.

If your software allows, maybe you can enter the end details to keep your records correct but prevent it being exported in R14, so ESFA at least still see it as an incomplete record allocated to 21/22. And then keep a note somewhere as to why. Very difficult to correct this sort of thing so late afterwards though.
