Deadline for Clearing Dlock

Assuming you submitted a new ILR file in R02 after fixing the DLOCK, and the records concerned were processed without further ILR validation or DLOCK errors, then the ILR and AS data should match and the funding be released.

Actually, I think the submitted ILR is "rerun" against AS records after close, so I'm not sure you even need to resubmit if there's no changes to the ILR (obviously, if the change to clear the DLOCK is a change to ILR records then, yes, you'd need to resubmit!)?

There was some minor hooha a few years back where ESFA were getting a bit worried about people submitting seemingly "identical" ILRs just to clear the DLOCKs, although they calmed down once we explained what was going on.

Thanks Steve Hewitt, TBH I wasn't absolutely sure if they actually reran the ILR-AS match process after period closure or just did a new calculation on those they had already matched previously with a submission. As you say, if the data fix was required in the source ILR then that would certainly require a new submission. 

I was looking at https://help.apprenticeships.education.gov.uk/hc/en-gb/articles/360008448299-Data-mismatch-errors, this line:
"Data mismatches only happen after the training provider submits the ILR."

I suppose to be fair that isn't saying that the same thing about data matches.

The last Dlock was cleared on 30th September 

The ILR was re-submitted on the 6th and the learners came off of the data mis-match report but the payment has not been made in R02 for these learners - On the earnings breakdown under ' earnings released from previous period' this does not amount the value of the dlocks (no where near) suggesting that not all of the withheld payments were released.

so i was wondering if the dlock needs to be cleared by a certain date for the payment to be made in the following month or if its common for there to be a lag between clearing / payment?

Michael Smith, so long as the ILR is submitted before the period closure, and there are no data mismatches or ILR validation errors, then you should get paid. The Apps Monthly Payment report will show what has gone through in period 2 - if there was money withheld from period 1 (e.g. due to Dlocks) then I think this would appear in period 2 along with the amount for that period.

There's no other deadline or timelag. They run the final payment process in the days immediately after the closure and that will use whatever data exists at that time.
