We have funded a student similar to this in the past, who'd had a brain injury and lost knowledge. We felt it was justified and were prepared to argue that with an auditor. We'd thoroughly documented it.
In terms of being in the ILR, if you're a College, you are obliged to put ALL your delivery in the ILR, whether you fund it or not. Private Training Providers don't have to.

Hi, we have a lady who's already achieved both English and maths GCSE Grade C in 2016 with another provider as well as another GCSE grade C in English in 2014 and a Level 2 maths Functional Skills in 2014 according to her PLR. She has recently attended an interview with us where it's clear there's been mental health problems which has resulted in her losing a lot of knowledge she's previously had. It's been brought to my attention that this lady is wanting to be enrolled on our Level 1 Functional Skills classes on maths and English, but I'm sure I'm correct to say that this can't be funded by the ESFA and included in our ILR in any circumstances but another member of our team is sure that they can?
