I am after some advice......

We have a levy funded apprentice who completed in July 2023. Before she went in to EPA we invoiced the employer for a shortfall contribution from the month before, when we received the period end reports. They have paid this but in 23/24 but I can't record it in the 23/24 ILR as she has no record in it. On the 22/23 R12 FM36 summary they have held her completion payment back. It seems we may lose the completion payment but this doesn't seem fair as we invoiced the employer without delay and it wouldn't have been fair to the learner to prevent her going in to EPA just because a levy contribution had not been paid.

I was wondering if this was still happening this year. There were several reports of it last year and the only workaround we found is to add the last PMR with a date of 31/7/23 and put a note on the file to explain why it's not "accurate". Basically the calculation can't "see" any PMRs after 31/7, so it's kind of the least worst way to make sure you get paid (which, as you say, you totally deserve!).

This is not, as far as I'm aware, explicitly endorsed by ESFA as a workaround, but it does work.

We've done what Steve suggests before. Why should we lose money when we haven't done anything wrong, but the system set up doesn't allow for realistic scenarios?

If T Level transfers between provider for their second year involves recording start dates a year before they actually started with you (actual guidance from ESFA), I feel like recording that you received a payment two months before you actually did, is in keeping with the spirit of things.
