Full Level 3?

Does anyone know if aim 60187943 is a full level 3 or not? I have a learner with this aim showing as a previous achievement on their PLR. When I check the aim on FALA it is showing as 'Unknown' in the level 3 catagory. The GLH are 1080.

When this happens I refer to the definition of a Full level 3 in the ILR spec manual

This does say vocational qualifications of over 300 glh would count as a full L3

The advice for establishing what prior attainment level to record for a student includes this;

There are a number of prior qualifications that can fit into both of the categories above, so I don’t know which one will should pick next year.

Specifically, I am looking at aim 60346656 (BTEC National Extended Diploma in Creative Media Practice). It is not on the level 3 legal entitlements list, so if an incoming students had this qualification, that meets the criteria to record this as code 5. However, it is a QCF Diploma at Level 3, so also meets the criteria for code 6. Which should I code it as?

(I may be wrong that that aim is QCF, I don't know how to tell). The Service desk replied;

On checking the qualification out on Ofqual, it is clearly displayed as a Vocationally-Related Qualification, and is not in the legal offer where it would be classed as a full level. This means you will use code 5 as its available within 16-19 and loans offers only on LARs and FaLA. It is confusing because it mentions Full level 3 (code 6) when fullness is only attached to qualification that go into the legal offer.

That last bit is what I use, but how do you evidence what the legal offer was several years ago when the student achieved that aim? The LARS/FALA doesn't always go back far enough. Also, that advice was before NSF was a thing. The aim you're asking about (60187943) doesn't have legal entitlements, but it is eligible under NSF, so I'd class that as a full level 3.
