iGCSE and conditions of funding

Hi,  How is everyone interpreting the CoF guidance for iGCSES?  on 16 to 19 funding: maths and English condition of funding - GOV.UK (www.gov.uk) it states what appears to be contradictory guidance in three places

The only consistent answer I can provide myself is that with an iGCSE,   you don't meet Cof, dont have to study but also aren't exempt.  so what are they recorded as?

Or should we actually be doing as the first paragraph states and they don't meet CoF and so need to study?

It means that for a a learner who already has the required grade it meets the COF but it cannot be delivered in order to satisfy the COF requirements.

Thanks Anna,  that makes more sense when I relate the first paragraph with the section title (which is much further up) of  'Qualifications approved for teaching to 16 to 19 year olds who meet the condition of funding'

And you'd record the ECF/MCF as 3 - Learner has met the GCSE condition of funding as they hold an approved equivalent UK qualification. Don't enter the grade as if it were a GCSE.
