9 basically means no outcome (i.e., continuing). It's a legacy thing back when you couldn't have a blank in the file, so they used 9 as the indicator. Why do they still do this? Who knows. Consistency, maybe?
In any case.. was the achievement date on/prior to 31 July 2023?

On the latest QAR learner level report, we have a learner with an achievement code of 9, but our own records show a 1 (achieved).
Does anyone know what achievement code 9 means and why it has overruled our data submitted?
