I would argue that nobody has to do the Level 1 first, even if they were assessed as entry level, though I can see the rules appear to say otherwise. If your professional judgement is that L2 is right, go with that. You don't need any proof that they are ready to do Level 2, though you do want them to be on the best level for the student.
If a student studies towards a L1 FS, but then doesn't sit the exam before moving on the L2, then the L1 would be a fail. You'd still be allowed to claim funding for the L1 if the assessment said Entry Level, but then you'd have a fail in your stats. If you don't want the fail, you could either get them to pass the exam, or just don't claim funding.
Faye Hollingdale I'm afraid not, as you can't put a mock result in the ILR. If you've got no result, you can't close an aim as a pass, so the only options are withdraw or fail (you can't leave it open). The distinction between those two is not as black and white as you'd think, but I take my definition from the ILR spec. A completion (including a fail) is when "The learner has completed the learning activities leading to the learning aim". A withdrawal is when they didn't complete the learning activities.

Functional Skills Level 1 requirement to sit exam

Hi,
I was hoping someone can help? If a learner has to complete both Level 1 and Level 2 functional skills for their apprenticeship as their initial assessments require this, does anyone know if it is necessary for them to actual sit the exam for Level 1 before moving onto Level 2 or can a mock assessment be taken as proof they are ready to move onto level 2? Hoping for some insight please.
