Transferring Degree Apprenticeship - QAR impact

Hi,
We have apprentices on the Healthcare Science Practitioner DA and are considering moving them over to the new Biomedical Scientist DA.
Our question is, could this be recorded as a transfer even though it is a different standard? Or would it be a withdrawal from the original programme and new start on the new one?
