We have scoured the rules but can't find the answer for this?

Apprentice withdrew from programme on 72 percent in October, 2023 and left her employer.

Now she has a new employer and wants to return.

Can we amend the withdrawal to a BIL and then bring her back with new employer?

It's still a straight withdrawal, you can't say it was a planned break. They can restart though :) The only practical difference really is that you don't record an Original Start Date (you do still record that it was a restart). I just can't remember which TNPs you use for this, 1 and 2, or 3 and 4.
