DLOCK_07 No matching record found in the employer digital acc

I've just done a change of employer for an apprentice and it has created a data lock that was not previously there. This data lock seems to be related to the learners first employer.
Anyone come across this before.

Are you sure you've got the correct DLOCK? DLOCK_07s occur when the price is mismatched. The wording you've referenced sounds like you've got a DLOCK_02?
