The account doesn't update automatically, they have to contact the Apprenticeship Service.
If they don't get this sorted before the apprentice starts, I think they may still owe 5% (if the apprentices was 22+) for the period in which no money was taken from their account, I don't think it back dates.
Also, if they're only just tipped over into paying the levy, chances are is that they won't have enough to pay in full from their levy, so would fall into insufficient funds, and end up paying 5% of what didn't come out of their levy pot anyway.
Honestly, the only certain way I've ever found of telling whether an employer is levy or not, is when you get the month end reports once you've submitted them in an ILR and the DAS.

Non Levy Employer telling us they are now Levy

Good morning,
I have an employer who has always been non levy advising us that they are now paying the Apprenticeship Levy. However, their DAS accout is still asking that I reserve funds for the learners - this implies they are not levy.
Does the account automatically update when an employer starts paying the Levy or do I need to ask them to do something specific?
Any advice would be appreciated as they have learners waiting but will not pay the 5% contribution.
