Hi all, apologies for the silly question but is there anyway of determining which Employer is a levy and non levy using the Apps period end reports?

The Co-Investment reports don't have it for complicated reasons, so you have to cross check stuff.

Hi Ruth,

Sorry to ask on the back of this, but do you find on your Apps Monthly Payment Report that columns AN & AO are accurate to define who is levy/non-levy?  I know you have said to cross check stuff also, but I have found these not to be reliable at least on my reports, and when I have queried this with the helpdesk, they have said not to rely on it as it goes on how the employer has set up their digital account so could be wrong.  I am all up for any other hints or tips you have as I do find this can be a minefield.  I currently have a query with the helpdesk about an employer who has full funding showing as coming out in the levy funding column but they are adamant they are non-levy.  I would have thought if funds are coming out they must be levy, I don't suppose you have experienced this, as I have been waiting nearly 2 weeks for a reply on this so far.

Columns AO and AN on the Apps Monthly Payment report are 100% accurate based on the type of account the employer holds. Where the employer thinks it's wrong, it's one of these things in my experience:

  1. They've started paying the levy, but didn't request that their account be switched from non-levy to levy. It isn't automatic. If they get it switched part way through an apprenticeship, you can only have money from their levy pot after the date they switched. Everything before that requires the 5% contribution unless they were exempt.
  2. They used to pay the levy, and so have a levy account. They haven't paid any levy in years, but it's impossible to switch the account from levy to non-levy as far as I know. You can just charge then the 5% up front. They cannot be exempt from the 5% as it stands. I've raised this with ESFA and they don't have an answer, so have said to contact them if we get one like that.
  3. They're part of a group of schools, or are somehow a linked organisation, and the wider group that holds the account are a levy payer.
  4. I guess it could also be a transfer from another organisation, but you hope they'd know that.

If you're getting funds coming in through the "levy payments" columns and they're not option 3 or 4, the employer is just wrong. Tell them to look at the Your Finances section of their DAS account. If it shows anything in Current Funds, they they've been paying levy. If they look at Your Transactions, it shows how much Levy is going into their pot each month.
