Switching to a lower level apprenticeship

Hi, 

We have a learner currently on a Level 4 apprenticeship.  She has been on programme for 8 months and is struggling with the content.  Her manager and our progress mentor feel it would be beneficial for her to withdraw and start the Level 3 apprenticeship instead.  Would we be able to do this?  Also, I am thinking the funding we have received for the Level 4 is completely separate and will not need to be deducted from the Level 3 funding?  The only reduction would be for RPL?
