Interesting question. I would say completely against the principals of apprenticeships. The employer should pay these as per your agreements with them for resits. Required memberships? Without the details hard to comment but possibly.
151. The provider, or the employer, must not ask the apprentice to contribute
financially to the eligible costs of training, on-programme or end-point
assessment. This includes both where the individual has completed the
apprenticeship successfully or has left the programme early (this includes
where they have left the employer).
98. The ineligible costs listed above must not be included by the provider in the price
that they agree with the employer.
98.1. If the provider (main provider) chooses to use the profit (surplus) that a
commercial provider can legitimately earn from eligible costs, on any of
these activities, they can choose to do so.
