24/25, on the basis that the achievement date is in the 24/25 funding year.
They give us up to R04 next year to report any 23/24 leavers/achievers (i.e., with a date prior to 1/8/24) that for whatever reason we weren't able to report in R14, but said people will still count against the 23/24 QAR.
For example, if someone did their EPA on 26/7/24, but the EPAO was rubbish and didn't tell you by 17/10/24, your R14 would show them as 1/8 still, and your QAR would be worse off for having missed out on their achievement. However, assuming your EPAO told you prior to R04, and you were able to record it in your ILR, it'll count positively against your 23/24 QAR when they publish the provisional release in January next year.

Looking to get some clarity on QAR I am working with at the moment.
I have a learner who completed their learning on the 26th July and has been marked as completed learning on the ILR, but is due to sit EPA with the EPAO on the 8th August meaning I can't set the ILR to achieved until I get the results after the 8th August.
The learner in question is showing up as one of the learner that should be counted in 23/24 achievement rates based on their planned end date, however their achievement date is going to be in 24/25. Would the achievement still count towards 23/24 because it will be reported prior to R04 and generate a hybrid end year of 2023.5 or would this fall into 24/25 due to the later date being in 24/25.
