New 24/25 Funding Rule Functional Skills flexibility query

None

A query re the new Funding Rule re Functional Skills flexibility;

After we have completed an evidence-based assessment of the apprentice’s learning difficulty or disability, can we opt for the learner to complete Level 1 Functional Skills instead of Entry Level 3 if we deem it a more suitable level?

Exceptions to the regular English and maths minimum requirements, for people with special educational needs, learning difficulties or disabilities

45. Where an apprentice has a learning difficulty or disability which is a barrier to them achieving the English and / or maths requirements as described in paragraphs 36 to 38, providers should consider whether they should be offered the flexibility to achieve Entry Level 3 functional skills in the adjusted subject(s).

I was wondering if you got an answer regarding this. We're trying to understand if this flexibility applies to level 3 Apprentices or if it's just to level 2.

The ESFA help desk referred us to these guides:

English and maths flexibilities for apprentices with learning difficulties and disabilities - GOV.UK (www.gov.uk)

Support for apprentices with learning difficulties and disabilities - GOV.UK

There doesn’t appear to be any reference regarding whether the English and maths flexibility applies to specific apprenticeship levels.

Hi there

Just to add, we had a level 3 learner who required flexibility (with a school level E3) as they have dyscalculia plus several failed attempts at levels one and two. We asked and presented the information/evidence to the EPAO who accepted it & they are now in EPA.

Jenny Johnson this is helpful to know, thanks for sharing.

Hi,

I raised this query with the Helpdesk a while back and they confirmed that the flexibilities can be applied to any level, it's just a case of evidencing that the correct assessments have taken place etc.
