There doesn’t appear to be any reference regarding whether the English and maths flexibility applies to specific apprenticeship levels.

A query re the new Funding Rule re Functional Skills flexibility;
After we have completed an evidence-based assessment of the apprentice’s learning difficulty or disability, can we opt for the learner to complete Level 1 Functional Skills instead of Entry Level 3 if we deem it a more suitable level?
Exceptions to the regular English and maths minimum requirements, for people with special educational needs, learning difficulties or disabilities
45. Where an apprentice has a learning difficulty or disability which is a barrier to them achieving the English and / or maths requirements as described in paragraphs 36 to 38, providers should consider whether they should be offered the flexibility to achieve Entry Level 3 functional skills in the adjusted subject(s).
