Co-investment payments

Hi,

We have a learner who started their apprenticeship in April and we were notified at the time by the employer they were not a levy payer.    They appeared on our co-investment report in April and May but in June the 2 payments were clawed back and no further notification in July's reports.  I am thinking that maybe the employer has now become a levy payer?

Can anyone suggest any other reason for this happening?

It could be all sorts, but that seems unlikely. When an employer becomes levy mid apprenticeship, I'm pretty sure they don't claw back ESFA payments from previous months, as that was the status at the time. If it really were that, you'd see a big triple levy payment in June in the Apps monthly payment report, and levy payments in every month since. If you haven't got that, that's not it. Something like this might be that the student isn't in your ILR correctly and error free, or there's a DLOCK, or the employer stopped the DAS record back to the beginning. The Apprenticeship Service should be able to tell you if you call/email them. They've always diagnosed non-payment/claw back when I've been stumped 🙂

It could be due to the rule change around co-investment for starts after the 1st April where they don't need to pay the 5% for learners 16 to 21. I remember seeing something from the ESFA saying that the payments would show up still for the first couple of months until they could get an update on their calculations.

Ah yes! They didn't get that up and running in time and said it would be fixed retrospectively. That would still show the triple payment in June, and monthly payments thereafter.
