Employer change whilst on break - DAS

We have 2 apprentices who changed employers during their break (or more so change to a different DAS account). I have told the employer that we will action this when the learners are back in learning. However, they said they have had other apprentices in the same situation and have just stopped the break, transferred them then immediately put them back on a break from the date of transfer.
We obviously don't want to do this, but is it possible to change them on the DAS only and action on the ILR when they are back in learning?
