Functional Skills L2 - completer if un-tested?

Hello all
If a learner completes all of the learning activities for either L2 FS but does not sit any of the test(s) can we still complete them as a non-achieving completer? I am aware of the potential wider issues but I am just asking if the aim completion status would be correct without the tests being sat in this instance? I cannot find the same question within the post history. Look forward to hearing from you. Many thanks.

I don't personally see why not.
I know there's wider contention over whether exams constitute learning, but one could extrapolate that the ESFAs own separation of the end-point assessment from the practical (learning) period suggests they see them as distinct in some way.
Yeah, think I agree with Ben. Because the FS aims on Apps are really only there to generate money, it doesn't particularly matter either way, but probably useful internally?
