Hi All,

I have noted there is no longer a ECF/MCF 5 for those 16-18 with a L2 FS on entry.

Has this been removed, so that all students who now have FS L2 must also be enrolled on GCSE to meet CoF?

Where are you finding that ECF/MCF 5 doesn't exist? It's still in the ILR, and that exemption is still in various parts of the the CoF rules. Is it in the software you're using?

I was looking at this last week (admittedly, it turned out the learner in question had a 3, so it was a moot point anyway...) and was a bit confused too...

In my head it was "no GCSE or a 1 or a 2" would be exempt with FSL2, but the "no GCSE" seems not to be written down...

is "none" as a GCSE grade "below" a 2/E???

Exactly, the page has been updated and this has been ommitted. Nothing of note within the changes section either.

The MCF/ECF 5 is still within the ILR Spec, but I also don't see any validation rules checking back to see if they have a grade entered in the ILR....

I have raised a customer service query....

Table 2 does confirm it's still fine, and the ILR spec still has ECF/MCF 5. Yes, it should be in table 3 too, but you can work it out from other sources. It's always the game we play with ILR and funding rules and piecing bits together.

Slightly wary that there's an AND between FS and GCSE not an OR but maybe I'm just being too Boolean about it...
