Definitely Completed/Not Achieved. If they really did the content for a regulated aim and that's what they were aiming for, that's what you should report, it's part of the ILR Data Management Principles. Switching to non-reg would just look like you were manipulating your success rates.

Regulated learning aim but learner doesn't take exam at the end

If a (AEB/AS or Multiply) learner on an ESOL or functional skills regulated learning aim completes the course but for whatever reason doesn't take the exam at the end, are they recorded as not achieved (same as if they had failed)? Or should (could) it be changed to a non-regulated learning aim?
