You are correct, your apprenticeship team isn't.
You'd record the learner as having completed their learning in the 2324 ILR. The prog aim would be 1-continuing and 8-learning activities are complete but the outcome is not yet known in your R14 submission.
You'd then record the achievement in the 2425 ILR, because this is the funding year in which it happened.Ask your team if they'd include someone with a start date of 1/8/24 in the 2324 ILR - it's the same principle.
Completing the final return for the current year
The final ILR return for the current year allows you to send details of the outcomes of learning aims that were completed up to and including 31 July.
Your final ILR return must include all Learner, Learning Delivery and Learner Destination and Progression data that has been returned during the year, including all records as described above and any records that have been amended during the year (for example, to correct data errors).
Achievement funding and Job outcome funding for learning aims funded through the Adult skills funding model that are completed in the current year will only be paid if the achievement is reported in the current year.
The following should not be returned in the final ILR return for the current year, but should be returned in the following year:
Learning aims that start after 31 July 2024
Actual end dates after 31 July 2024
Achievement dates after 31 July 2024

For the Programme Aim, would I enter the Actual End Date (which is in 23/24) or will this cause an ILR error due to the enrolment status being '1'?

You would enter the learning actual end date for the programme aim in the 23/24 ILR, yes. The completion status has to remain as 1 until the end-point assessment period has concluded, whether achieved (2/1), failed (2/3), or withdrawn (3/3). As this was not the case until 24/25, you wouldn't reflect that in the 23/24 return.
Thanks Ben. Would the associated ACT End Date (on the Prog code) need entering to match the actual end date? If so, would it need changing when the '1' is changed to '2'?
No, you can leave it blank. It only demands that there be an Applies To date if the completion status isn't 1. You would only enter it once you knew the outcome of the EPA period.

Hi. If an apprentice completes their training period prior to 31 July 24 but their EPA is completed after 1 August 24, we would record their actual end date in our 2023/24 ILR and their achievement date in our 2024/25 ILR.
Our apprenticeship team are querying whether this is correct because they believe the achievement should sit in the 2023/24 QAR, i.e. if an apprentice only completes their training in June/July, it would be very difficult to complete their EPA before the end of July.
I believe that we are recording the dates in correctly for funding purposes but haven't been able to find any definitive guidance on this type of scenario from a QAR perspective. Has anyone else? Thank you
