FRM27 for BIL back to last funding year?

Hi,

We have identified that a learner should have been placed on a BIL in the ILR in June 2024.  If we follow guidance for Correcting Errors in the PSM and enter the BIL now we have passed hard close, will it give us an FRM27 error? Or is that only for a withdrawal back to previous year and not for a BIL?

I am concerned if it will give FRM27 then we will have to repay June and July funding via EAS and will then never be able to recoup that funding for the learner on their return.

Can anyone confirm whether BIL's are subject to FRM27 or not please?

Hi Donna, 

FRM27 does include BILs too as we had one appear last year.

It will be in your FRM27, and you just have to accept it. And yes, I think you'll have to hand the Jun/Jul payments back. Once they restart, I assume the remaining payments will act like you did already have the Jun/Jul payments. It might all work itself out and what's left in the band will include the two months you had previously claimed, but it seems unlikely, and you'll probably just lose it. I found one where we reported a June BIL after R14. In that case, the Planned End Date was in the August, so there were no OPP left if we already claimed Jun/Jul. Even though we handed back the Jun/Jul payments, when the apprentice restarted we received no further OPP (they then withdrew but I assume we'd have only have the completion payment). Whilst that's an imperfect example, I think it confirms that you'll just lose those months. You have to hand them back, but you also won't re-earn them 🙁
