I am unable to access Submit Learner Data and have been told that is because there is no current contract in place. Does anybody know what that means? I will need to submit R04 for the ILR next week.

It appears open to me, can you give any more information about your status a provider? Sounds like it would be an issue to contact ESFA direct about though.
