16-18 Funding line but 19+ at start date. 90 days payment

Morning All,

I think I have been slow to the game but we have a 19 year old apprentice at start of programme non levy employer appearing on our ESFA reports as being 16-18 Funding Line.  This has resulted in an incentive payment being made to us at day 90.  

I didn't think 19-21 year old apprentices with no extra codes relating to EHC or care leaver status resulted in an incentive payment?

Do you mean Additional Payments? Incentive Payments were just a thing in 2020-2022.

I'd just double check DOB and Start Date are correct, then triple check they definitely weren't 18 when they started (August starts for students with August birthdays can be misleading as they can have been 18 when they started, but 19 on 31 Aug which is what we use for 16-18 funding). Also, make sure they're not EHC 1.

Hi Ruth,

Yes sorry the additional payments, I've had both the software provider and ESFA confirm that the apprentice was 19 and 5 months at start.

As the learner is 19 years old on start date 26 sept 2024 and falls under the new rule in apps funding rules (Employer co-investment page 69 to 71 paragraph 146.) Employers who do not pay the levy, if at the start of their apprenticeship training the apprentice is aged between 16 and 21 years old or 15 years of age if the apprentice’s 16th birthday is between the last Friday of June and 31 August.

Yes, they definitely wouldn't need to make an co-investment contributions if under 22, but you've said you've had an Additional Payment and they're appearing on the reports as 16-18! I think they've got the wrong end of the stick. We've definitely got some 19-21 year olds with non-levy employers, and they still appear as 19+ Apprenticeship (Employer on App Service) Non-Levy funding on the Apps Monthly Payment report, but with no co-investment due from employer. Even the EHCP 19-23 year olds show as 19+ on our reports.

It used to be for 16-18 only, the new rule as per the previous response is 16-21 year olds.

Have you checked that they haven't already started the Apprenticeship with a different provider whilst they were still 16-18?

Christina Marfleet I think it's the helpdesk that are confused. What's so confusing about "My apprentice was 19 when they started but appears to be showing as 16-18 on the Apps Monthly Payment Report, and earning Additional Payments which have only ever been for Apprentices who were 16-18 when they started". It's nothing to do with co-investment.

That's not a bad shout Martin Outlaw, it would explain it. You can check that on the PLR.
