The second half of that sentence you've highlighted says that's only for aims with legal entitlements, which Level 1 aims don't have.
ESFA have specifically said they've deliberately taken prior attainment out of the equation for funding, except where it's FFL2 or FFL3 legal entitlement. I'm sure somewhere they stated this was "simpler", but I can't find that quote.

19-23 Funding - Level 1 Prior Attainment

Hi all,
Want a second opinion on a funding question - I have a learner who is 22 years of age doing a Level 1 Automotive course (which is Local Flexibility etc) who has a Prior Attainment of Level 1.



Previously I would have funded this learner through the below in the AEB rules - that the learner is progressing towards a Full Level 2 which they are.
In the 24/25 ASF rules, I am reading that a learner who is 19-23 and does not have Full Level 2 prior attainment must not pay any tuition fees.
However, in the funding charts the learner would sit in this scenario:
Am I missing something? I assess the learner to be "Co-Funded" for 24/25 but it sounds like I can't record someone as Co-Funded who doesn't hold a Full Level 2
