A student with a GCSE English 5 is not exempt, they have met the condition of funding. They're not even ECF 3 (met because of an equivalent UK qual), because they have an actual GCSE, not an equivalent. You just leave ECF blank where there is an actual GCSE grade.
You could have a circumstance where a student had a grade 2 GCSE and got a UK or overseas equivalent. In that case I'd record ECF 3/2, and grade as NONE because the ILR will error if you record a grade other than NONE combined with ECF/MCF 2, 3 or 4. You can record a grade 3 or below GCSE in combination with ECF 1 or 5.

In an attempt to get no COF claw backs, I wonder if your great minds can help.......
If I have a learner with a Grade 5 in English, on Programme of study, I log their grade and of course they are exempt. But If I then add the ECF FAM as 3, my MIS system then makes it an error and says I should put the grade as NONE. This doesn't feel righty, your advice is much appreciated.
