If you're an HEI that returns a HESA, then it does look that way 😊 Colleges return a HESES, so we have to report this.
That rules says "If the Learner HE record is returned (Learner.LearnerHE is known), then there must be a Learning Delivery HE record", so if you can stop returning the Learner HE record, you should be fine. The ILR guidance for the Learner HE entity also says not required for those who submit HESA.
Our system automatically doesn't create the Learner HE entity if it isn't also creating the Learning Delivery HE entity (which we control directly), but all systems work differently so I can't advise on how to not return the learner level data.

Hi,
I'm hoping to get some clarifiation on the Learning Delivery HE entity in the ILR. The notes suggest that the entity is not required if we are a provider that submits HE data on the HESA return. The majority of our learners are submitted into HESA, so does this mean we do not need to submit the Learning Delivery HE entity as part of the ILR? And if so, how to we exclude it without triggering this error: LearnerHE_02 - A Learning Delivery HE record must be returned.
