Hi 

I am running in year QAR reports, need some confirmation on dates to use please.

In PICS we input expected learning end date (practical end date) and expected end date (duration end date) 

In the PICS reports it uses the Expected learning end date to order the learners into each data year. My concern is that we have a learner who is due to complete their learning in July 2025, so its extremely unlikely they will achieve in the same month. In PICS report this learner is in the 24/25 data report however it is unlikely they will achieve in the same month so will probably impact 25/26 data.

Am i correct in thinking the QAR data is taken from the LEARNING end date and not overall expected end date (inc EPA window). Seems mad to be reporting current in year QAR data that i know will not be correct.

I have tried calling the helpdesk but they seemed confused with the 2 dates!!

Hi Carla,

From my understanding, the QAR uses the planned learning end date to place learners into a data year, but the actual end year is based on the achievement date and not the learning end date.

We had the same issue as you—learners finishing in mid-to-late July were being counted as potential achievers in our projections, which made it impossible to hit the expected percentage.

Now, we look at August to June for projections and roll any learners due to finish in July into the August of the next QAR year.

If they manage to complete their EPA before 1st August, it’s a bonus for the current QAR year. If not, they’re already factored into the next one.

Other pages in the same section of the file explain points relating to each programme. Obviously, it has to be read in conjunction with the official guidance.

In short, the latest of several dates is used to determine the year in which a learner is counted for QAR - Planned end, Actual end, Achievement (where appropriate) and date on which the programme/aim completion or withdrawal is first submitted in the ILR. It makes projecting future QAR quite difficult...
