Hi All,
Can we issue learning materials to apprentices before their practical period start date, where we have included them as eligible costs?
I'm not confident whether this is possible having reread the rules and I know there will be a risk to us as a provider if we agree to this and the apprentice does not start...

Don't see any harm in it? Certainly don't think it's against any rule? Only thing you wouldn't be able to do is count any time they spent working on it as OTJ if it was before the "real" start date...
