I think it's that you used to be able to submit an ILR with no learner records, only destination records. Now we're not doing destinations, there should be no reason to ever submit an ILR with no learner record in it.
Regarding EMH and MMH, it's not to do with GLH, it's about how many Planned Hours you are delivering for that learner on that qual. It's only required for Funding Model 25, and the new rules for them is that full timers must do 100 hours. I think the guidance is saying that, if you record a 16-18 funded student as not doing 100 hours, they will count as not meeting CoF, and fall into the 2.5% tolerance. That seems logical.
This bit tells you how to work out minimum hours for part timers, and I assume your record EMH/MMH in the affirmative when they meet these hours. I can sort of see how they came up with the English hours (top of each band as a percentage of 580), but why are the maths requirements lower, when we've been specifically asked to try and squeeze in more maths hours?
Depends on the band for the learner. We don’t enrol band 5s so we are using the guidance below to cap it at 84/70. A student recorded as enrolled on an approved qualification but with planned hours for the subjects below the minimum teaching hours and vice versa will be calculated as non-compliant. Ruth Canham-James it was odd as email dropped in, but on post it didn't appear - gremlins. It was a shame as you referred to "detonation records" which made me laugh! Shall I pop it back in as have on email?

Does anyone know anymore and understand the Contract Ref Number now required for Apprentices?
Is this a number we generate with our own contracts with employers, or our own contract ref number?

Angelique Culley How did I miss that? I have absolutely no idea, there's no guidance. Maybe it needs to be on the Accelerated Apprenticeship (if they do one) to account for a shorter duration. I suggest asking the Apprenticeship Service and/or ESFA helpdesk.

ILR 25/26 summary of changes

Couple of queries on 25/26 ILR summary of changes.
A follow up change due to the previous year’s removal of the destination and progression entity. We are reverting the minimum occurrence of learners from 0 to 1 to ensure at least one learner is present in a file submission. Does this just mean file will have to have at least valid learner, not you have to have 1 learner in the destination file?
EMH and MMH - what do you do if student is on a stepping stone FS qual, which is say, only 55 GLH - do you have to over deliver or risk saying does not meet minimum hours and prepare to argue why!?
Might be us not understanding the changes!
