Redundancy

We have a learner who was made redundant at the end of January 205.  We have updated his ILR and have been receiving funding from the government while he looked for another job.  He has secured another position and started on 24th February with the employer being an SME.  We are still exploring whether or not his employer is willing to support him to complete his apprenticeship.  Learner had completed more than 75% of his practical period.  

Under these circumstances, if employer decides not to support with co-investment but will commit to giving him the time for OTJ etc, are we able to continue claiming from the government?

I think this is unclear in the rules. This was discussed in another post a while back. My opinion is, how would anyone even know they had a new employer (who wouldn't involve themselves with the apprentice) if you just don't record it? The apprentice could just tell you that they hadn't found a new employer who would support them, which is true.
