Should we enter the 'OET 3 - Employer Has Changed' for every employer change.....or just for those where in both employer records, the EDRS is the generic 99999999 code?

We do it for all of them on the assumption that EDRS numbers aren't being used now. It also just makes it easy for people to remember keeping one process.
