I'm not sure it's really in any guidance. The guidance does say to include STULOAD if they repeat a whole year, so I translate that to mean do include any expected STULOAD every year where you expect to do some delivery. How you work that out is a bit of a finger in the air job. If it were just handing things in, I'd say 0.1. For the one with engagement, try and work it out as a percentage of the usual? Did you put either of them in your HESES24? Our full repeaters would go in HESES, are I can't remember that we've let any go past late September without fully repeating before. If they finish handing in before the R14, we still close in the previous year as delivery very likely finished in the previous year, so that's where the AED sits.
I will say, OfS are really good at replying to queries so I'd send them an email. Try ilrdata@officeforstudents.org.uk

STULOAD for learners who have passed their Planned end date
Edited
We have two HE learners who have passed their planned end date in 23/24, and have been rolled-over into 24/25 so they can re-submit work. I'm trying to determine if they would need to have a STULOAD value added to their 24/25 enrolment, or if they should simply have a value of 0.1 added? One of the learners appears to have ongoing engagement evidenced by registers, but not the other. I have yet to find an answer, for these learner's with this situation, in any provider manual.
