Yes the TNP1 Training Cost and TNP2 EPA cost are separate and the Prior Learning reduction applies to the Training Cost and duration. The mention of assessment in the rule is the assessment of prior learning for the training cost. I think the rule is trying to explain that a nurse with some prior (unaccredited) learning would go through these steps: not all of usual programme programme is required > reduction in training cost and duration, but if accreditation of the unaccredited learning is required (through a dummy module/RPL credits) then this can be counted as part of the training plan and cost.
There is no expectation that the EPA cost would be affected, but should reflect actual cost of the EPA, so if there was an apprentice that needed less assessment the EPA cost would be lower but that isn't a Prior learning reduction as meant here.
It's an idea to look at the funding rules as where there is a reduction in OTJT hours (based on RPL), there is a minimum reduction in cost of the equivilant of 50% of the Funding band maximum (which includes TNP2).
So if there is a 10% reduction in OTJT from your standard recommeneded training for that learner. Then there is a 5% reduction in the funding band maxium to your standard cost. This changes again next year.
Eseentially this always eats away at the TNP1 as TNP2 tends to be locked with EPAO's, haven't met one of them that vary the price based on RPL of one learner so far.

as per the updated funding rules 33.1.2
33.1.2 Some standards linked to regulated professions (e.g. the nursing associate standard) require that prior learning, including experience in the workplace, is formally accredited. Where training needs to be repeated to meet the accreditation requirements of a regulated profession then this is eligible learning; this must be documented as part of the assessment. The relevant industry / professional body can provide further advice.
am i take from this that we can deduct TNP 2 before we apply the RPL calculation? Does the cost of EPA reduce if the apprentice has RPL?
