Correct the learner cannot pay. However if you write it into your contract the employer can be charged for late notice, resits, etc. We don't subcontract but we do have a process for learners sitting exams remotely. Some of which are time speicifc and can't be changed once booked.

Functional Skills exam cancellation fee

We have a subcontractor delivering our Functional Skills teaching and exams. One of our apprentices cancelled their exam at the last minute, and therefore the subcontractor would like to charge them a cancellation fee. Am I right in assuming that under the funding rules, we cannot allow the apprentice to pay this themselves?
