The definition of Unemployed is this whole section. I think the mention in the Earnings Threshold bit is really just a repeat of the final bullet point on the Unemployed section, because previously (23/24) those that earned nothing but weren't on benefits, were not fundable. They've just caught the Earnings Threshold bit of the rules up with that change for 24/25. It even says in that last Unemployed bullet point that you should code those as LDM 391 (earnings threshold).

Does anyone have a view on the definition of the term 'unemployed' in the 'Earnings threshold' paragraph of the ASF funding rules? The issue is this:
The wording in the Earnings threshold section states that it applies to those who are "unemployed, employed or self-employed". In the preceding 'Unemployed' section, the definition of unemployed is largely restricted to active jobseekers. However, if that definition is still intended to apply, what would be the point of including it under earnings threshold, since such learners are already deemed to be fully funded by virtue of the preceding section? There is no definition of unemployed in the glossary.
