learner transfers to a new aim, is this marked as a restart?

Hi All

If one of our learners has decided to upskill from a L2 to a L3, are the L3 aims marked as a restart on the ILR with the original learning start date of the L2, or just the restart indicator without the original date, or neither? (I'll be closing the L2 as a transfer to new aims)

RES indicator not returned see the provider support manual here:

guidance.submit-learner-data.service.gov.uk/provider-support-manual/article/Recordingbreaks-in-learning-transfers-and-restarts

You will need to determine any reduction you need to make to the funding based on what you have already received (RPL) for the previous aim, if you are not anticipating applying any RPL then this may be considered a withdrawal and a new aim - not a transfer.

It's only ever a restart if it's the exact same aim (or Standard for apprenticeships). Changes of level, awarding body, specification etc, are always a new aim, and never considered a restart.
