TP transfer of Apprentices where the TP is no longer Trading

We have a number of Apprentices that we are transfering to us (as a training provider) as their current Training provider is no longer trading.

The employer has no contact with the training provider so we cannot access the information we would normally need to enable us to do the transfer. (funding, dates etc) Do I contact the ESFA/ Apprenticeship service to access the information held by, the now not trading, Training Provider.

Guidance on this would be very much appreciated so we can get these learners back on track without too much disruption

You can get the information that is held on the DAS so you know the funding that has been drawn down. Sadly we have done this many times and never been able to get any of the other information.

I will have to go to the employer as the learners are still live so cant do the transfer on DAS atm :(

You should also use the personal learner record to see if the ILR data is available there as a starting point.  However, only when you actually start to claim the funding on the DAS will you truely know how much is left.   Your role however is to make the best determination on the evidence you have been given and to charge accordingly.   If you end up deciding they need the full funding, thats fine, you just will not get it as some has already been used.  You would then expect the employer to pay the remaining themselves.

The employer can check their account to know how much has been spent so far and provide you with that.

The employer can initiate a change of provider in their DAS, like we can initiate change of employer in the provider DAS. They just find the apprentice record(s), and click Change next to the provider name. It then says this:

Stopping the record with the original provider is part of the process if they click Continue. I think the receiving provider still then has to add the price. We've done it once or twice but I can't remember the exact details.

To calculate the new price, you need to know Start Date (on the PLR), Planned End Date (need to find that out), Actual End Date (hopefully on teh PLR, but the employer can force that by stopping the DAS on whatever date they think is appropriate), Original Price (you can often assume band max).

The employer and the apprentice should definitely have had something with the dates on! I know that's not always the case because of poor practice 🙁 You don't need the first provider to have closed anything in their ILR or DAS, the employer has the power by stopping the DAS. However, I don't know what the impact is if they finished before 01/08/2025, as 24/25 is now closed. If the employer stops the DAS record in May, does that free up the May-Jul payments? That can't be clawed back now in teh normal way, so may still count as having come off the band max. You'd have to ask the Apprenticeship Service about that.

Thank you everyone, we have done a few TP transfers  so I have requested that the Employer do the TP their end  which will  give us an end date to work to. Fingers crossed we can work with the minimal information we get to get these learners sorted as quickly as possible :)
