OFS Funded & Adult Skills Funded simultaneously

Hi all,

Am looking in the funding guidance & cannot find a confirmation of a yes or no.

If an example learner is doing Foundation Degree which is OFS funded, are these learners eligible to receive funding for Adult Skills Fund (FM38) at the same time?

I'm assuming yes because I can't find anything in the funding rules for 25/26 to suggest otherwise?

The phrasing the (2425) PDSAT uses on the OfS Funded Learners report is "the ESFA does not fund learning that duplicates provision funded from another source, and does not expect systematic claims of FE funding for HE learners."

So as long as you can satisfy that the FE course doesn't duplicate provision and it's a one off learner it should be fine? I've not seen anything indicating a change for 2526.

Yeah, it is a bit weird that there's a PDSAT for something no longer explicitly mentioned in the rules (and it's been a while now!)...

The thing they used to hate was cohorts of, eg, BSc Sports Science learners doing a coaching qual and claiming AEB for it, but they were always OK with random, one-off degree-level learners doing, eg, GCSE Maths to get their 4.

It is concerning that this is no longer in the rules, but auditors can take issue with it based on the PDSAT report. We do still stick with that guidance Josh explained.
