We have just  enrolled an apprentice who was previously enrolled to the L3 EYE aver 2 years ago with another Provider/Employer - but they withdrew. 

They were on programme for <42 days  so technically "Did Not Start" & no funding was paid. We have therefore assumed they are a new start and used £7k as the funding band. However, having just run our ILR submission we are being capped at £6k.

I'd appreciate your thoughts before I contact the helpdesk to complain!

I could be totally wrong but my only thought is that it's using the old funding cap based on when they originally started, even though they withdrew back to start...

Hi Steve, I agree that's what appears to have been done - but if a learner is a Did not Start then this should cancel the start  surely.......otherwise yet again we are being penalised

You're not adding an Original Start Date are you? That would make it £6,000 (as Steve says, that was the band max before 01/04/2024). You don't add that if it's a restart after a full withdrawal, only for after a BIL. If not, then they must be pulling data together from different providers and old years based on ULN and standard code. That would be pretty harsh for an apprentice that didn't pass 42 days!

Hi Ruth

We've treated them as a new start from 9/10/25 and assumed that as they were on less than 33 days previously (PLR confirms only this one episode in 2023) that it would not count against us. It does seem very harsh that on one the one hand they are counted as DNS...but the next Provider is the one to lose out!
